Recently, the Ningbo Foreign Experts Administration issued an announcement on the adjustment of the average social income in Ningbo. There are some information we should know according to the adjustment made on May 1st .
Official Announcement
From May 1st, the average social income of the last year in this city has been adjusted to 70,780 RMB. Accordingly, within the talent classification of "the 6 times of the average social income of the last year" (“本地区上年度社会平均工资收入6倍“) has been adjusted to 424,680 RMB per year (monthly income standard: 35,390 RMB). Furthermore, the classification of "the 4 times of the average social income of the last year" (“本地区上年度社会平均工资收入4倍”) has been adjusted to 283,120 RMBper year (monthly income standard: 23,593 RMB). According to the criteria of salary evaluation in category A and B, the review is based on the pre-tax income of the applicant's tax receipts in the last year.
Criteria for Foreign Work Permit Application
Category A work permit
· Monthly salary of 35,390 RMB and above (before tax)
· The relevant individual income tax declared meets the targeted amount, and the corresponding tax certificate is obtained from the Ningbo Local Taxation Bureau.
Category B work permit
· Monthly salary of 23,593 RMB and above (before tax)
· The relevant individual income tax declared meets the targeted amount, and the corresponding tax certificate is obtained from the Ningbo Local Taxation Bureau.
The Relevant Schemes for the Application of Work Permits
Extend the Work Permit
To extend the application for work permit, the section on salary information should be provided along with the application.
A. Provide a valid and legal labour or employent contract with clear indication of monthly or annual salaries that meet the aforementioned criteria.
B. Provide corresponding proof of past year’s personal tax payment.
C. If actual payable amount is lower than the supposed amount due to deductions such as rent or tuition fees (in other words, such deductions leading to the after-tax salary being lower than the aforementioned salary standard), employer must provide a description of the situation and a commitment to prove the actual salary to strengthen the application.
New Applications
For new applications of work permits, the section on salary information should be provided along with the application.
A. Provide a valid and legal labour or employment contract with clear indication of monthly or annual salaries that meet the aforementioned criteria.
B. Provide corresponding salary commitments.
Work Permit Transfer
When applying for a work permit following a job reappointment/job transfer, the section on salary information should be provided along with the application.
A. Provide a valid and legal labour or employment contract with clear indication of monthly or annual salaries that meet the aforementioned criteria.
B. Provide corresponding salary commitments.
C. Provide proof of past year’s personal tax payment of the previous/original employer (not necessary, but providing this may increase chances of application’s approval)
