How to apply for work permit without work experience?

As graduation season arrived,  Reindeer Station's consultants received many inquiries from foreign graduates that how to apply for work permit in China this summer. For fresh graduates lacking work experience, what criteria can they leverage to apply for a work permit? Reading this article will help you identify your "plus points" and enable your work visa application.

又是一年毕业季的到来,灵达顾问在这个暑假迎来了不少外籍留学毕业生咨询如何申请中国工作签证的问题。对于初出茅庐的毕业生而言,缺乏工作经验的他们,可以借助哪些条件来申请工作许可呢?阅读本篇文章,将帮助您找出自身的“加分项”,助力您的工作签证申请。


Typically, we prioritize whether the applicant meets the criteria of having at least two years of relevant work experience and a bachelor's degree when applying for a work permit. However, for applicants who have just graduated with a bachelor's degree, this condition is not applicable, as the required two years of work experience must be full-time work experience obtained after obtaining a bachelor's degree. Part-time work or experience prior to obtaining a bachelor's degree is not acceptable. Therefore, unless the applicant is a master's or doctoral graduate who has accumulated two years of relevant work experience after obtaining their bachelor's degree, this condition cannot be used for the application. (Outstanding master's graduates, however, can apply for a Class C work permit with a qualifying transcript.)

通常情况下,我们会优先考虑申请人是否满足拥有两年以上相关工作经历及本科学士学位的条件来申请工作许可。然而,对于刚刚本科毕业的申请人而言,这项条件并不适用,因为所要求的两年工作经历必须是在获得本科学士学位之后的全职工作经验,半工半读或学士学位之前的工作经历均不被认可。因此,除非申请人为硕士毕业生乃至博士毕业生,且本科毕业后已积累了两年相关工作经验,否则无法以此条件申请(硕士优秀毕业生除外,可以凭符合条件的成绩单申请C类工作许可)


So, what should applicants who have just graduated from undergraduate or combined bachelor's and master's program without relevant work experience do? Today, we will focus on another application method—the points-based system. We will explain in detail how to evaluate an applicant's qualifications through the points system to achieve the minimum threshold of 60 points required for applying for a work permit.

那么,如果申请人是刚本科毕业或本硕连读且没有相关工作经验,应如何应对呢?今天,我们将重点介绍另一种申请方式——积分计算法,详细说明如何通过积分制度评估申请人的资质,使其分值达到60分的门槛,从而申请工作许可。

1.Annual Salary 年薪

The annual salary paid by the domestic employing unit is a key indicator for scoring, with higher salaries earning more points, up to a maximum of 20 points.

由国内聘用单位支付的年薪是积分的关键指标,年薪越高,得分越高,最高可获20分。


2.Educational Background or Professional Skills 教育背景或职业技能

Applicants with higher education degrees or professional qualification certificates can earn up to 20 points in this category.

拥有高等学历或专业技术资格证书的申请人,可在此项获得最高20分。


3.Work Experience 工作经历

Relevant work experience related to the current position can earn up to 20 points. This experience must be full-time and obtained after receiving the bachelor's degree; part-time work or work experience prior to obtaining the degree will not be counted.

与当前申请职位相关的工作经验,最高可获20分。此工作经历需为全职,且在获得本科学士学位后获得,半工半读或本科前的工作经历不计入。


4.Duration of Work in China 在华工作时间

The longer the duration of work in China, the higher the points, up to a maximum of 15 points.

在华工作时间越长,得分越高,最高可达15分。


5.Other Bonus Points 其他加分项

Additional factors that can contribute to a higher score include proficiency in Chinese, which is a significant bonus factor—the higher the proficiency, the more points earned, with a maximum of an additional 5 points. Other aspects such as age advantage, graduation from a world-renowned university, working location, meeting specific conditions, and local incentive scoring policies can also provide extra points for the applicant.

汉语水平是显著的加分因素之一,水平越高,加分越多,最高可额外获得5分;此外,年龄优势、毕业于世界知名大学、工作所在地、满足特定条件以及地方性的鼓励性加分政策,均可为申请人提供额外的加分。




If the applicant's base points does not meet the standard, consideration can be given to adjusting the annual salary to make up the difference. To help everyone understand more intuitively, we will illustrate this with a case study of an applicant assisted by the Reindeer consultant.

CASE 案例

Mr. A, borned in 1997, graduated from Zhejiang University in July of this year and obtained a bachelor's degree. He holds a Level 5 certificate in the Chinese Proficiency Test and plans to join a company in Ningbo, promising to work in China for over 9 months each year.

We analyze his score composition as follows:

我们分析其积分构成如下:

  • Age (between 26 and 45) — 15 points
  • 年龄(26-45)岁之间——15分


  • Graduated from a domestic high-level university — 5 points
  • 国内高水平大学毕业——5分


  • Bachelor's degree — 10 points
  • 本科学士学位——10分


  • Level 5 certificate in the Chinese Proficiency Test — 5 points
  • 汉语水平考试证书五级——5分


  • Plans to work over 9 months each year — 15 points
  • 计划每年工作时间超9个月——15分


In summary, he has a total of 50 points. To reach the application threshold of 60 points, Mr. A still needs an additional 10 points. According to the points table, this means his annual salary must be between 150,000 and 250,000 RMB (which is approximately 12,500 to 20,834 RMB per month) to meet the application criteria for a Category B work permit.

综上所得合计50分,为达到60分的申请门槛,A先生还需额外获得10分。根据积分表,这意味着他的年薪需达到15万至25万人民币之间(即月薪约为12500元至20834元)方可满足B类工作许可的申请条件。



If the applicant is unable to meet the 60-point points requirement, they may consider using the salary commitment system as a last resort, which involves committing to a monthly salary that is four times the average social salary, amounting to 36,215 RMB/month. However, Reindeer consultants solemnly remind all applicants that regardless of whether the annual salary committed based on the point calculation method or the monthly salary committed according to the four times average social salary standard, they must provide pay stubs and tax proof that correspond to the committed salary when applying for a work permit extension in the following year. Failure to provide the above materials in a timely manner may not only result in the inability to extend the work permit but could also lead to the severe consequence of permanently losing the eligibility to apply for a work visa in China. Therefore, all applicants are urged to take this matter seriously and to prepare the relevant documents carefully.

若申请人确实无法达到60分的分值要求,可考虑采用薪资承诺制作为最后一种途径,即承诺其月工资达到社会平均工资的4倍,即36215元/月。然而,灵达顾问在此郑重提醒所有申请人:无论是基于积分计算法所承诺的年薪,还是按照社会平均工资4倍标准承诺的月薪,在次年申请工作许可延期时,都必须提供与承诺薪资相符的工资流水单及纳税证明。若未能及时提供上述材料,不仅会导致工作许可无法延期,更可能面临终生丧失申请中国工作签证资格的严重后果。因此,请所有申请人务必高度重视并妥善准备相关文件。
